The following was again before the House in third reading: CS FOR SENATE JOINT RESOLUTION NO. 34(FIN) am H Proposing an amendment to the Constitution of the State of Alaska relating to public corporations. Representative Green moved and asked unanimous consent that CSSJR 34(FIN) am H be returned to second reading for the specific purpose of considering Amendment No. 2. There being no objection, it was so ordered. Amendment No. 2 was offered by Representatives Grussendorf, Phillips, and Hudson: Page 1, lines 4 - 13: Delete all material and insert: "* Section 1. Article IX, sec. 15, Constitution of the State of Alaska, is amended to read: Section 15. Alaska Permanent Fund. (a) At least twenty- five percent of all mineral lease rentals, royalties, royalty sale proceeds, federal mineral revenue sharing payments and bonuses received by the State shall be placed in a permanent fund, the principal of which shall be used only for those income-producing investments specifically designated by law as eligible for permanent fund investments. All income from the permanent fund shall be deposited in the general fund unless otherwise provided by law. 2000-04-21 House Journal Page 3422 SJR 34 * Sec. 2. Article IX, sec. 15, Constitution of the State of Alaska, is amended by adding a new subsection to read: (b) The permanent fund shall be managed by a public corporation established by law. A member of the board of the corporation who is not the head of a principal department may only be removed for cause as defined by law." Renumber the following resolution section accordingly. Representative Grussendorf moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Ogan objected. Amendment No. 1 to Amendment No. 2 was offered by Representative Ogan: Following the first sentence of Article IX, Section 15(b), Constitution of the State of Alaska: Insert "The corporation shall administer a permanent fund dividend program established by law that pays dividends each year to State residents from income of the permanent fund." Representative Ogan moved and asked unanimous consent that Amendment No. 1 to Amendment No. 2 be adopted. Representative Phillips objected. Representative Ogan placed a call of the House. The Speaker stated that the call was satisfied. The question being: "Shall Amendment No. 1 to Amendment No. 2 be adopted?" There being no objection, it was so ordered. The question being: "Shall Amendment No. 2 as amended be adopted?"
